Can I target all emails coming from certain senders?
There a many way to target group of senders with conditions, here are couple of examples.
With their full email addresses
With their domain names
Using a contact group
This last technique has the advantage that everyone in the organization can add/remove people to a contact group, as opposed to just organization admins can edit a rule conditions.
